काठमाडौं । संस्कृति, पर्यटन तथा नागरिक उड्डयनमन्त्री योगेशकुमार भट्टराईले संरक्षण क्षेत्रमा लागेका ७१ देशका प्रतिनिधिलाई नेपालमा मनाउन लागिएको भ्रमण वर्षको निम्तो आफ्नो देशमा पुर्याइदिन आग्रह गरेका छन् । नवौँ विश्व रेन्जर सम्मेलनको आज सौराहामा समापन गर्दै उनले आफ्ना परिवार, इष्टमित्र र साथीभाईलाई भ्रमण वर्षको निम्तो पुर्याइदिन उनले आग्रह गरेका हुन् ।
नेपाल जैविक, प्राकृतिक र सांस्कृतिक दृष्टिले असाध्यै धनि देश भएको सम्मेलनका क्रममा सहभागीले जानकारी पाएकोमा आफू विश्वस्त भएको भन्दै मन्त्री भट्टराईले यहाँको पर्यटकीय महत्वलाई विश्वभर पुर्याउन भ्रमण वर्ष फलदायी हुने बताए ।
नेपालको भूबनोट तराईदेखि हिमालसम्म फैलिएको उनको भनाइ थियो । संरक्षण क्षेत्रमा काम गर्नेहरुकै कारण आज विश्वमा वन र वन्य जन्तु संरक्षण हुन सकेको भन्दै उनले सबै सहभागी संरक्षणकर्मीप्रति आभार प्रकट गरे ।
विश्वका विभिन्न देशबाट यहाँ भेला भएर गरिएको सो सम्मेलन संरक्षण क्षेत्रमा फलदायी हुने कुरामा आफू विश्वस्त भएको मन्त्री भट्टराईको भनाइ थियो । समुदायमा आधारित भएर गरिने संरक्षण कार्यमा नेपाल उदाहरणीय रहेको उनले बताए ।
सो अवसरमा अन्तर्राष्ट्रिय रेन्जर महासङ्घ (आईआरएफ) का नवनियुक्त अध्यक्ष क्रिश गिल्सले सम्मेलनमा भएका छलफल र निचोडलाई आत्मसात गर्दै महासङ्घलाई अघि वढाउने प्रतिबद्धता व्यक्त गरे । कार्यक्रममा वन तथा वातावरण मन्त्रालयका सचिव डा. विश्वनाथ ओलीले सम्मेलनका लागि नेपाल रोजेकामा सबैलाई धन्यवाद दिँदै सफलतापूर्वक सम्मेलन सम्पन्न भएकोमा खुसी व्यक्त गरे ।
क्षेत्रीय होटल सङ्घ चितवन सौराहा च्याप्टरका अध्यक्ष दीपक भट्टराईले भ्रमण वर्षको निम्तो आ–आफ्नो देशमा पुर्याइदिन आग्रह गरे । राष्ट्रिय निकुञ्ज तथा वन्यजन्तु संरक्षण विभागका सहायक संरक्षण अधिकृत विष्णु थपलियाका अनुसार दक्षिण अफ्रिकाका गिल्सको नेतृत्वमा १३ सदस्यीय नयाँ समिति गठन भएको छ ।
आउँदो सम्मेलनका लागि पोर्चुगल र पेरुले प्रस्ताव गरेका छन् । नयाँ कार्यसमितिले ती दुई देशलाई सन २०२२ र २०२५ का लागि छनोट गरी निर्णय गर्ने थपलियाले जानकारी दिए ।
सम्मेलनले चोरी शिकार तथा अवैध व्यापार नियन्त्रणमा विश्वभर सहकार्य गरेर पृथ्वीको उपहार वन्यजन्तु भावि पुस्ताका लागि संरक्षण गर्न जरुरी भएको भन्दै चितवन घोषणा पत्र २०१९ जारी गरेको छ ।
थपलियाका अनुसार घोषणा पत्रमा रेन्जरका हकहित, रेन्जर र समुदायबीचको सम्बन्ध, संरक्षणमा आदिवासी रैथाने समुदायको भूमिका, रेन्जरको क्षमता विकास, संरक्षणमा प्रविधि, महिला रेन्जरको भूमिका र भावी दिनमा रेन्जरले गर्नुपर्ने कार्य समावेश गरिएको घोषणापत्र जारी भएको छ ।
चितवनको पर्यटकीय नगरी सौराहामा कात्तिक २६ गते पूर्वप्रधानमन्त्री पुष्पकमल दाहाल ‘प्रचण्ड’ले सम्मेलनको उद्घाटन गरेका थिए । अन्तर्राष्ट्रिय रेन्जर महासङ्घ (आईआरएफ) र वन तथा वातारण मन्त्रालयको संयुक्त आयोजनामा एशियामै पहिलो पटक नेपालमा उक्त सम्मेलन आयोजना गरिएको हो ।
सन् १९९५ देखि शुरु भएको सम्मेलन हरेक तीन/तीन वर्षमा आयोजना गरिँदै आएको छ । यसअघिको आठौँ सम्मेलन सन २०१६ मा अमेरिकामा भएको थियो । सम्मेलनमा नेपालसहित ७२ देशका ५२६ प्रतिनिधि सहभागी थिए । विदेशी प्रतिनिधिको सङ्ख्या ४८४ रहेको थियो ।
नेपालले चोरी शिकार नियन्त्रणमा गरेको उल्लेख्य प्रगतिका साथै पाँच पटक गैँडाको शून्य चोरीशिकार वर्षसहित संरक्षण प्रयासमा देखाएको उत्कृष्टताका कारण नेपाललाई चयन गरिएको थियो । विश्वव्यापी ‘टिएक्स २’ लक्ष्यको एक हिस्साका रुपमा नेपालले आफ्नो बाघ संख्या पनि झण्डै दोब्बर गरेको छ । रासस
Closing Remarks at 9th World Ranger Congress, 16th November 2019, Sauraha, Chitwan
Mr. Chairperson, Distinguished Guests, Delegates and Participants, Media Persons, Ladies and Gentlemen!
It gives me a great pleasure to be here in this closing ceremony of the 9th World Ranger Congress. First of all, allow me to express my sincere thanks to the organizers for inviting me as the Chief Guest of this session. Let me congratulate Ministry of Forests and Environment and International Ranger Federation for successfully organizing this Congress here at Sauraha, Chitwan.
I am glad to know that more than 550 participants from over 70 countries are attending this mega event to discuss on various aspects of forests and biodiversity conservation. The congress, I believe, has been able to bring rangers and conservationists around the world to share their knowledge and experiences, which has not only provided an ample opportunity for cross country sharing, but also provided foundation for future collaboration and partnership.
Fellow rangers, in my own observation, you have always been working in the hardships and difficult situations to save the life of others. I salute your passion, sacrifice and dedication to nature conservation.
In Nepal, we have successful examples in forest and biodiversity conservation such as increase in forest cover in the country, better management of community-based forest, significant increase of wildlife, reduction of poaching of rhino to zero. For the achievements we have made, I highly appreciate the contribution of rangers and conservationists.
I would like to congratulate the newly elected executive committee members of the International Ranger Federation and wish them all the best in their future endeavors .
I am delighted to inform you that the Government of Nepal is now firmly committed to delivering the national aspiration of ‘Prosperous Nepal, Happy Nepali’ under the leadership of Rt. Honorable Prime Minister K.P. Sharma Oli. We are delivering this vision through the 15th five year plan. Both prosperity and happiness require that the economy is grown, development is sustainable, benefits are equitably distributed, social justice is ensured, all forms of discrimination among people are eliminated, and overall, people live in harmony with nature.
Tourism, not only contributes to further strengthening the bonds among people from different countries, but also gives a boost to the sustainable economic growth and peace. Tourism is the mainstay of Nepalese economy. Nepal offers a surprisingly diverse array of attractions and landscapes. Nepal is blessed with unique natural treasure and socio-cultural diversity. Watching wildlife in their natural habitats offers one of the world’s great travel experiences in Nepal. Chitwan National Park is one of the major tourist destinations in Nepal for watching diverse species of wildlife from a short distance where you might have experienced jungle safari in spare time during the congress.
On this occasion, I am delighted to inform you all that Government of Nepal has announced VISIT NEPAL 2020 for which Nepal offers travelers the experiences of lifetime. I ask you all to enjoy Nepali nature and culture and recommend your family and friends to visit Nepal in 2020 to have lifetime experiences. I would also like to invite you all to come again to visit Nepal with your friends and family.
I am confident that the outcome of deliberations of this congress will provide a valuable input to upcoming policy and strategy process of forest and biodiversity conservation. Congress Declaration will be of use for us as well in devising useful policy and strategy towards nature conservation in Nepal.
I wish you all a memorable and comfortable stay in Nepal, and safe and pleasant journey back home.
